Internet – Starlink: Elon Musk’s Space X has formally asked Conatel for permission to offer its services to Haitians

Subject: Request for authorization for SpaceX’s Starlink and SWARM services

The Executive body of Conatel informs the general public and operators, Internet access providers in particular, that it has received on July 5, 2022, a request for authorization from the American company SPACE X to the provision in Haiti of its Starlink and Swarm services.

Starlink is a broadband satellite service for Internet access. It comprises a constellation of 4,408 Earth-based orbiting stellites with reduced latency.

Swarn is an Internet of Things (IoT) service provided worldwide. It represents a set of more than 120 low Earth orbit satellites, with the objective of deploying up to 150 satellites.

This Body undertook the examination of the file and in the interim, approved the initiative of SpaceX/Starlink to equip in Haiti for pilot tests twenty (20) sites of the Directorate of Civil Protection (DPC) on a period of four (4) months and the following five (5) other ists over a period of (2) years.

The assessment is made, among other things, on the basis of the following considerations:

Maintaining fair competition (Equal treatment with the competition for the same market, Protection of non-dominant operators), Markets or coverage area to be considered, Regulatory measures necessary to take into account the characteristics of new services, Advantages offered by the service in other markets, in other countries, Social and economic impact of new services on society.
